The Government of the Russian Federation by Resolution No. 2049 of 11/26/2021 approved the Rules for Determining the Boundaries of Poverty in the Russian Federation as a whole and for the Subjects of the Russian Federation used in the estimates of the indicator “Poverty level” in the Russian Federation as a whole and for the subjects of the Russian Federation.
The basic poverty boundaries are the initial values of the poverty boundaries set for further annual calculation of the poverty boundaries.
The poverty line is an indicator with which household incomes are compared in order to calculate the indicator “Poverty Level”.
The indicator “Poverty level” is the share of the population with monetary incomes below the poverty line in the whole of the Russian Federation (by subjects of the Russian Federation) as a percentage of the total population of Defining the boundaries of poverty Russian Federation (subject of the Russian Federation).
The limits of poverty in the Russian Federation as a whole and in the constituent entities of the Russian Federation are set per capita and by the main socio-demographic groups of the population.
The values of the poverty boundaries in the Russian Federation as a whole and in the constituent entities of the Russian Federation are calculated in rubles.
The values of the poverty boundaries in the Russian Federation as a whole are determined quarterly, for the subjects of the Russian Federation – annually.
The values of the indicators “Poverty level” in the Russian Federation as a whole are determined quarterly, for the subjects of the Russian Federation – annually.
The basic limits of poverty in the Russian Federation as a whole are set at the level of the subsistence minimum per capita and for the main socio-demographic groups of the population as a whole in the Russian Federation, established for the fourth quarter of 2020.
The basic poverty limits for the subjects of the Russian Federation are set at the level of the subsistence minimum per capita and for the main socio-demographic groups of the population in the subjects of the Russian Federation, established in the subjects of the Russian Federation for the fourth quarter of 2020.
The values of the poverty boundaries per capita and by the main socio-demographic groups of the population as a whole in the Russian Federation and by the subjects of the Russian Federation for the corresponding reporting quarter or year, starting from the first quarter of 2021, are determined by multiplying the values of the basic poverty boundaries by the consumer price index for the reporting quarter or year to the fourth quarter of 2020, obtained by the chain method, in the Russian Federation as a whole and by the subjects of the Russian Federation.
The Federal State Statistics Service forms and publishes on the official website the values of the poverty boundaries, as well as the value of the indicator “Poverty Level” for the corresponding reporting period in the Russian Federation as a whole and for the subjects of the Russian Federation within the time limits established by the Federal Plan of Statistical Work.
